We have had a few "re-programmed" by the dealer, their software can do it. We have the Snap-on Pass Thru Pro which can only program "new" ECM/PCM.

I know in GM computers, there is a PROM chip that is set up with memory for that particular type and model vehicle. I believe Mopar computers are preprogrammed on the production line and can only be redone at a dealership. I'm only quessing, because nobody has ever said anything about a PROM in a Jeep.
