Sounds like a classic short. You will have to follow the wiring. You will probably find a place where the insulation is rubbed off or one of the motors has gone bad.

When doing electrical, remember this simple tenet- check for power at the each end, and then split the difference. In this case, simply, go to the seat(s) and check for power at the wire going to the motor. Also check for ground, because that could be your damaged wire, if it is the wire. (This means you are disconnecting the wires at the motor(s) first, and putting the new fuse in to test.)

If power to motor(s) good, you then then isolate which motor is bad.

If not, you know where to look for the damaged wire, between point A and Point B. Go to a convenient midway point, and test there.

It's still a pain to chase through firewalls, or chassis, or behind dash, but at least you can limit the length of wire and connections you need to check this way.

1. Are you saying it blows the fuse without you touching the seat controls?
2. Does it blow the fuse when you try to move the seat?
3. Will the seat move at all before the fuse blows?
If 1. it's more than likely a short.
If 2. or 3. it could be a bad motor or switch. JMO
