OBD II Question...

OBD II Question...
Okay, so I have some heater issues at the mo, where by a brand new actuator/servo for the blend doors failed in the closed position. I tried the heater control panel and the passengers side works perfect but the drivers side is totally dead. When the dial is rotated the digits run up from Hi To Lo no problem but its like there's no signal to the actuator, it has no response.
Now the question is this - the new parts, do they have to be recoded to the vehicle or are they just "Plug In & Play" and should work straight away?
The New Parts are:
BRAND NEW(Pay Attention) Heater control panel - aparently the part no from the new has to match the old, other variants have different frequencies of signal.
And a BRAND NEW actuator for the Drivers side.
Answers Please as the new part arrives tomorrow and I'm praying that this works as I currently have no heaters and I'm desperately in need.
REMEMBER: I have already installed the Blend door kit and this was a result of doing so.

If you have access to an OBDII scanner (not a code reader), you should be able to do a functions test of the HVAC actuators by accessing the body controller with a scanner.
