Now I Really don't know what to do

You said that take few seconds and the lights come on and you can start. That sound like a relay not getting proper voltage. It my have bad connection and slowly energize. Then again it could be in computer fried.
I heard that burn up gauge light bulb could trow computer out.
The delay shows that proper voltage is not getting into computer or somewhere short. You did check the relays then next step would be to see if computer getting proper voltage. I do not know of how to mesure as I neber "mess" with computer. Maybe someone will have more knowledge here.

Hello Cliff,
Here is a few things you can check with the test light. On the data link connector you should be able to see numbers from 1 through 16. You should have ground at all times on pin 4 and 5. You should have power at all times on pin 16 and should see low voltage on pin 3.
on this diagram you can see the fuses that impact the problem you have . verify battery power on fuse 1,8, 14, 15 + 20.

Pin 3 and pin 11 are the comm lines for the scanner to "talk" to the pcm, you need a meter to check this......voltage should be about 2.5volts on both of these pins. If higher you mave have a module that has shorted out and is effecting the pcm (ie body control module, abs module, air bag module etc) Check that fuse number 7 is good and contacts are tight. If the voltage is less than 2.25volts start looking for a frayed wire between pcm and data link. Hope all this helps.. I will be watching this thread.
