No start/OBD II Link Error

Hi all, I am still not getting to the root of my problem. Let me recap what I have accomplished to this point.
Rebuilt PCM installed, (second one)
new sensors
TPS CSS,CPS, MAF.
I got the jeep started and had codes for the P0122,P0112,P1296,P107.
I now can not start the car the gas gage has gone to E and I am getting the SENTRY KEY IMMOBILIZER SYSTEM idiot light which is staying on. I am measuring the 5 volt sensor system and am getting 4.27 volts.
Is the 4.27 volts a good reading or should it be closer to 5 volts?
I am out of Ideas so any help would be appreciated.
