No start - have spark, 50 psi of fuel, and injector pulse

No start - have spark, 50 psi of fuel, and injector pulse
Hello, first post.
Picked up an '02 Grand Cherokee Limited with a 4.7 n engine code on the cheap...it doesn't start, just cranks. 255,000 miles.
Anyhow, I was wondering where I should go from here. The engine has spark (checked with spark tester), has injector pulse, and good fuel pressure. I checked the cam and crank sensors signals at the PCM with the frequency setting on my multimeter and there was oscillation.
I did find two fuses in a yellow cradle that was missing/out from the junction block under the dash. I put them back in and still nothing. I did however only check the injector pulse and spark AFTER I put those fuses back in. Could it be flooded? Does anyone know if those fuses influence spark? Do i need to check timing? How?

not sure about fuses ,everyone says timing is done with sensors thats bull I would pick up a hains manual it shows how to set secondary timing chains and camshaft sprokets it is alot of work. you have to remove fah shroud crankshaft pully timing chain cover like i said lot of work ,butit will do your timing ,good luck::
