New to GC's...Wont Start...

Engine: 5.2l MPI
Hi all, new to this forum and GC....I was given a 93 GC 5.2l that has sat for a few years...so I've been trying to get it going....here's where I'm at;
Installed new battery
Cranks but does not fire....
Poured gas in the the throttle body and it fires...(obviously rough and not for long)
Tested fuel rail pressure....nothing.
Replaced fuel filter...pressure test again.....nothing
Replaced in tank fuel pump...pressure test again...nothing...
Tested fuel pump relay.....good
Pulled fuel rail vacuum regulator and blew out fuel lines...still no rail pressure
Put my meter on the fuel pump connector above diff....and I only get 12vdc when it is cranking otherwise nothing....
So i'm stumped as what to do next....
A couple of questions;
With the ignition to ON...(not cranking)...should I have fuel rail pressure? Should the pump be getting 12vdc?
In the wiring diagram it shows a ballast resistor/relay....could this be my problem?
Sorry to be so long winded but I have exhausted my limited skills...Any input would be greatly appreciated...

Welcome to CF.

Then look for the ASD relay. It also shuts off power to the fuel pump.

I had a chance today to test the fuel pump and asd relays....both test out fine. Here's what I found;
With the key on and both fuel pump and asd relays removed I get 12vdc across both sets of coil terminals. However, with the asd relay in place I loose the 12vdc across the fuel pump relay coil terminals...
So i guess something is keeping the asd relay from energizing the fuel pump relay.....any ideas what?
