Lift/tire size questions.
Hey, I have a 96 ZJ with the Up Country(supposedly 1" higher") suspension package. I've been looking into lifting it a bit and I was wondering if I put in some 2" coil spacers would I need to buy longer shocks? Also, do you think with the total 3" of lift I'd be able to fit 31x9.5 or 10.5s? Thanks all

Take the front coils put in rear for 3-3.5" of lift then buy new front 3.5" lift coils.

So, if I did the front-rear swap instead, would I need to pick front springs an inch higher than recommended to make up for the Up Countries 1" extra? Oh and I have the V8, so mines heavier in front, so would I want even a little higher spring? I guess spacers would probably be cheaper anyways so I'll probably just go that way.

Be sure you read over it pretty well to understand what you're getting into.
Overall, 2" in spacers are probably cheaper, but they also will give less lift and that's more or less why they're cheaper. You'll need new shocks, and probably an alignment, for this much lift, whether you go for 2" spacers or f->r swap.
You're more or less comparing cost of front springs to cost of rear poly spacers with a difference of 1-2" of lift. If a WJ could do a f->r swap I'd easily have picked that from my gc, if that helps you decide at all.
