jeep lags at slow speeds

jeep lags at slow speeds
I have a 98 jeep gc 4.0 my rpms on my jeep shoot up n down when I am drivin at slow speeds n also after driving it awhile it gets a serious wobble. What can it be I need help? I have tried everything n don't know what it could be?
