Hissing sound sounds like under dash

Default Hissing sound sounds like under dash
I have a hissing sound like air coming from what sounds like under dash did some research and found it could be a vac. line to brake booster it was extremely cold this morning could the line have cracked?

Sorry it is a 99 jeep grand cherokee laredo 6 cyl just got under the dash and seems like the rubber boot behind brake pedal is the place its coming from also when you apply brake the motor bogs down a little is that a sign of vac leak or bad booster
