Look behind the front bumper in front of the passenger side tire. Is there a black plastic ball there? If so, does it have any cracks in it?

The vacuum reservoir is built into the bottom of the battery tray, you almost have to pull the tray out in order to see it.

Vacuum to the HVAC starts at a small line plastic line at the intake, it then goes around the back side of the engine following the firewall to the pass side, there should be a tee for the HVAC controls right by the a/c lines and heater hoses, then the line continues forward following the pass inner fender and tee's to the speed control servo and still goes forward under the battery tray to the vacuum reservoir.
Here is a pic of the vacuum harness for an XJ but the ZJ is almost identical except the supply line might be near the front of the intake and the reservoir on the ZJ is under the batt tray instead of behind the bumper.
