Gas needle goes full to empty every few minutes

Gas needle goes full to empty every few minutes
It is crazy the gas needle goes from where ever it has gas in it to empty then back again .What does this mean ?????

Now the Needle stays at Empty more the full , I just filled the tank and it says that it is EMPTY
