Yes, it's a 40 amp fuse in the PCM (fuse/relay box) between the battery and fender. Mine has a spare 50 amp fuse inside the cover for emergencies. These fuses are different from the earlier "Jap" fuses. They are square instead of flat.
The electric fan is controlled thru the PCM and a pulse-width modulated relay under the right front headlight but underneath the mounting bracket itself requiring cutting thru the bracket or removing the whole mounting plate. You can check the fan itself by unplugging it and hot wiring it to see if it runs. Polarity is important so if it doesn't, reverse the wires.
My book says there are fuses in the inside box as well, so check them. It's under the dash next to the steering wheel.
