Default Evaporative System will not reset. OBD2. 4.7l

Does anyone know how to manually reset the Evap System on the OBD2? I've tried the OBD2 drive check and it isn't working. The vehicle has already had the recall done that was issued for this exact thing back in 2001. I'm not getting any check engine lights. The vehicle seems to run perfect. All of the other OBD codes check out as ready except the Evap System.

Im at my wits end and am now trying to find out how to do something like flash the PCM/ECU. Anything to get this thing to pass Calif smog bs. I've driven 400 miles expecting the thing to reset on its own like all of the smog 'specialists' are telling me.

Any help is appreciated.

You could always unplug the battery until it clears.

The evap monitors are very difficult to reset because the temperature has to be right and you have to have the right amount of fuel in the tank and so on. It is the only monitor that doesn't need to be set when you smog a vehicle .

You say it doesn't need to be set when I smog it? How does that work? The smog guys here wont touch it.

In California I think you're allowed to have up to two monitors (depending on your county) to not be set. On OBDII vehicles they don't even put a sniffer in the tailpipe, they just plug in and see if there are any codes and check the monitors.
