If the air conditioner needs freon will that not allow the defroster not to work? Air is blowing but nothing happening, windows fogging up while driving.

No, my A/C hasn't worked in 5 years, but my defroster works fine. You must not have any heat either, right?

Have plenty of heat. New heater core last winter. Fogs up during rainy days while driving.

So you're saying the defrost works fine, right? Blows hot air out at the bottom of the windshield?

You may have rainwater getting into the heater box from the cowl area and turning to steam or your A/C drain is plugged. A plugged drain is common on jeeps. When it gets bad, the carpet on the passenger's side will get wet.

If I pop the hood and take the cowl off will I see the water if that is it? Or is this inside the jeep?

No, it'll have drained down the the bottom of the heater box. There is a drain for this and on some jeeps, it flows into the frame and can get plugged real easily. On my WJ, there is a little rubber snout sticking out of the box on the engine compartment side. IDK where yours is.
