Crank, No spark, no fuel???

Model: Grand Cherokee (ZJ)
Engine: 4.0
Crank, No spark, no fuel???
1998 Jeep Grand Cherokee Laredo
New Fuel Pump
New Battery
New cables
Full tank of gas
New Crank Sensor
All fuses are good
Cranks strong
Grounds at coil, battery, altenator, and front fender are good.
Ran fine then replaced trans seals and fuel pump now it cranks but doesn't start.
No fuel and no spark.
If I jump the fuel pump relay I can turn on fuel pump and if I jump the ASD Relay I can turn on the injectors.
I can not communicate with OBD port but i do have power to scanner.
Volt gauge on dash says 9V.
(Not sure if problems are related).
Any info would help.
New Fuel Pump
New Battery
New cables

On my gauge 9v is the bottom rest position. Have you checked actual voltage in the system?

Did you replace the torque converter seal? Meaning did you separate the engine and trans? You may have pinched the wire harness that goes behind the head.
