My 99 WJ is not doing anything when you turn it on. The AC lines frost up under the hood. You can hear the flaps under the dash move when you change the settings. But it does not blow any air on AC or heat or anything. Is the Duel Climate Control bad or what do us think?

is there a way I can check that to see if that is it?

 

Check for power to blower motor (test light), check fuses and relays too. Sometimes you can even hit the blower motor with a screw driver or small hammer for a primative test. Most of the time a blower motor resister goes out you will still have high speed but not always.
