Personally I would go with the 148. A better radio overall, plus SSB, but bigger. When Uniden bought up both Cobra, and President the 148GTL, and the President Grant (and I also believe the Teaberry Stalker IX) used the same board on the inside. The difference was what parts were soldiered on the board for options, features, and front end. Though on the President line the internals tended to have better quality, and a much cleaner signal than the Cobra's out of the box.
I think it depends on what features you'd like to use. The 148 has SSB, which most people don't like to use while driving as using the clarifier is dificult to do while moving. The 25 is a ridiculously reliable radio. I recommend 29's and 25's in off-road vehicles almost exclusively. You can literally beat the crap out of them and they will keep working. They also work great in tractors. The audio on AM (which is what pretty much everyone is going to use in their jeeps) is very good on the 25/29 type radios.
I use a Magnum 257HP because I wanted the SSB and extra frequency coverage in a small form factor. The 100 watts is a nice touch too, though normally I run it as low as possible to avoid distortion when talking to radios in close proximity.
If you have both and are not interested in SSB, I say use the 25.

I guess I'm using the 25 then the 148 has something fryed on its board and that's why PA doesn't work and it's to expensive to fix as of now and the 25 fits un my arm rest
Just out of curiosity, where are you located? I'd have to look at the schematic for the 148, but the PA circuit most likely shares many of the same components as the cb portion of the radio. If the PA isn't working, but the cb portion is, it may be something as simple as the speaker plug on the back of the radio, or maybe even the witch for cb/pa mode.
