Don't quote me on this because I'm not sure if I am correct or not but I believe this may have something to do with the blend doors? Seems I've read about problems with them elsewhere. Again, I'm not sure if I'm right, its just an idea, hopefully someone with more knowledge than me will chime in on the subject with a better answer.

I am having the same problem.
This describes my problem exactly,
http://www.wjjeeps.com/tsb/tsb_wj_242499.pdf

I took it in to the shop and gave them that TSB and they told me they wouldnt be able to fix it because they would have to take apart the entire dash to find the problem first. I dont understand why when the TSB shows the repair is done under the hood. I was going to bring it somewhere else but the summer is basically over.

hope that helps.

HVAC controls default to defrost ducts when there's a vacuum problem. Check your line going to the vacuum canister and make sure it's connected. Spray all the vacuum line joints with a small shot of starter fluid and listen for an increase in engine RPM's.

Your control switch may be faulty as well.
