Brake stuttering issue

Default Brake stuttering issue

Hey guys, I have a 94 grand Cherokee, 2 wheel drive, 6 cyclander. I changed out my brake pads and rotors about 6 months ago because the I had the stuttering issue, and then the issue came back not long after the switch so I came to the conclusion that the rotors are not warped. I'm not too savvy with fixing cars but I've been trying to learn how to do things (thanks to YouTube and the various issues on this jeep) any ideas on what could be causing the issue here? Any advice would be great as I'm going to the auto store to pick some things up for my car today.

Edit: little extra info, the whole car shakes and the steering wheel kinda gets out of control a bit when I brake, especially when I brake hard, and also the brake pedal will lock up and doesn't slow down very well when that happens. It doesn't happen often, but it's dangerous as its almost caused me to get in an accident a couple of times.

warped rotors. replace.
