Default on board diag flashing

Got a 94 zj and my on board diag is flashing on the date and time with the windshield lighting up none of my buttons work to set or reset or select anything.
I'm thinking it has to do with my surging.
Pls help
What will it effect if I unplug it completly????

mine started doing that awhile back and now the whole center of the dash is dead (VIC, clock, radio). I'm in the middle of a fuse/relay hunt myself and thus far can't figure out which is causing the problem.
