Bleeding brakes on a 2004 WJ

If you are using the old two person "pump and bleed" method of flushing your brake lines - do you need to have the ignition switch in the "on" position to utilize the booster? If I try to bleed with the switch off and the bleeder screw wide open...I get a very small trickle of brake fluid or none at all.
Any suggestions?

I guess you could do that, but its not something needed. I dont I have ever used the brake booster (eng running) to bleed brakes though. Maybe if the person holding the pedal is barely pushing it thats why your not getting much fluid? I dont even push the pedal hard, you shouldnt have to do that either.
