Have a 98 grand Cherokee. Have noticed after a heavy rain when i stop the car and turn off ignition i still get power to the windows and fan for the AC/heat, if i have the fan on and leave the car without shutting off fan i drain the batery. Also hear a clicking noise sometimes down in the fuse panel. Ideas?

 

easiest first check is to make sure fuse/relay's are no getting wet, try to make sure it's not wet on the bottom side
