'97 ZJ 4.0 - Exhaust Hits Axle

I've been having some trouble with the exhaust on our '97 ZJ for a number of years. No matter what exhaust system I have on there, it seems to impact the rear axle (I think track bar mount) over large bumps, especially side to side ones. My Dad's '98 ZJ also has a similar issue.

What I've finally realized is that it's the side-to-side movement that's the issue. If I hit a bump straight on it's fine, but the exhaust moves a lot laterally on other bumps.

I can even shake the exhaust system side-to-side by hand enough for it to hit, just by grabbing the tailpipe. Compared with my '98 XJ, that exhaust barely moves by comparison.

The exhaust hanger at the rear is new and in great condition, but made no difference. The rubber style of hanger just allows way too much movement.

Does anybody know how I can limit its movement to stop this?
