buddy at work has a 96 zj and thought his fuel pump was bad, replaced that and still nothing. says he's only getting 5v at the pump when key is in run position. what should he be getting here? a full 12v?

i'm thinking its a wiring problem, possibly bad ground. where is the ground wire for the fuel pump grounded to the body/chasis? i know on my yj its on the inside firewall drivers side.

any other tips or ideas are appreciated
