95 ZJ trans wont shift out of 3rd when I stop

I did a few searches but didnt come up with anything.
The Jeep is a 95 ZJ v8 with the 46RH trans and the NP321 (i believe, fulltime 4 and 4lo only) t-case.
The issue is that it will stay in 3rd when i come to a complete stop. It will only come out of 3rd when i shift into 2nd or nutrel manuley. It up shifts real well but wont down shift when it goes into 3rd, but will down shift between 2/1 on its own real well.
The fluid is toped up (with the proper fluid) however, it does need to be flushed. Im going to be installing a B&M shift kit cuz it's time to change the filter, so wail its apart what the hell, mine as well. then flush it real good. Also, I havent got any codes from the check engin light, unless the trans codes come from a differnt source.

If you have full time 4wd, you have the NP249 t-case, but that aint your problem. It sounds like the shift soleniods are the problem, like they're not getting power to them. Try unplugging the TCU and re-plugging it back in and see if there is any change.

where is the TCU? is that under the dash?

Left front corner of the engine bay on my 95 ZJ, but I have the 4.0, so it may be located differently for your V8 ZJ.

I was wrong, what i thought was the TCU is actually the ABS controller. I think the transmission controller is part of the PCM.

If the fluid is clean and don't stink and the tranny does not slip in any gear, the solenoids are the most likely cause. Flushing will not cure a tranny problem.
