94 GC ABS light on and hard brake pedal

if the brake pedal is hard that would say that the master brake booster is shot a quick diagnosis of this it pull off a caliper and see if you can press it in if not the the master is "vapor" locked

Engine: 4.0 with all of the noise and clatter
With the engine off, push the pedal about five times, now start the engine with your foot on the brake. The pedal should drop a little. If not, check and make sure the vacuum hose is on. If it is on, you may need a new booster.
