Got new PCM today and installed, no change. If I let fuel out of the shrater valve it will start and run for a minute but then idle low and die again. If I pull the fuel pump relay it will start and run good for a couple seconds then die. I think its flooding out for some reason, my question is would a bad o2 sensor do that? Or fuel regulator?

Pull the vacuum hose off of the regulator and see if there is fuel on the vacuum side. You may have a ruptured diaphram and you're sucking extra fuel into the intake through the vacuum line.

An acquaintance of mine had similar problems with a 1996 5.2 V8 not starting; Oxygen sensor helped a lot, especially with driveability (get BOSCH only!) until it just completely refused to start after sitting for a few days. I tried to help, but must admit, his 23 year old nephew spotted it quick with an ohmmeter - bad coil wire to the distributor!
I run K85 Magnecor wires and have NEVER had any issues with those... ymmv (Lifetime Warranty too!)
O2 sensors typically go down hill after 75k miles or so, and can slowly loose their sensitivity so you may not notice a problem until they die - the problems I usually see are - 1.)running rich (common) or lean (rare), 2.)hard starting, rough running, 3.)stumbles, missfires, spits, sputters, etc. Come to think about it, probably time to change mine!
Don't know your area or what sources for parts you have... Advance auto parts on-line runs some great specials - I watch their website and grab the best discount that comes along... I like to choose "pick up at local store" option, wait an hour & take my printout with me to the store. They are quite used to me doing that now! Our AutoZone "says" they price match, but refused to match the deals I showed them Advance was giving me via on-line & picking up at store...

well after research on a o2 sensor i found out that the pcm doesnt even recieve input from them until they reach operating temp. which is around 600-700F. so that would not cause my no start. decided to rent a fuel pressure gauge, its a fuel problem cant believe i didnt check it first.
hooked into shrader valve on fuel rail-
when i turn the key to on without actually starting i can hear it prime, pressure doesnt go above 5psi though. if im correct it should spike at 51 then come down once its running to 31? so after a couple tries at starting it will rise to about 10psi and start to run. once it gets running it takes about 4-5min. for it to get to 31psi.
when i pull the vacuum line off the regulator it doesnt increase at all, so what do ya all think? fuel pump, or regulator?
also i checked the fuel pump relay and put a new one in, fuel pump primes every time. i put a new fuel filter on last week.
also on a side note, i checked my vacuum pressure once it got running good and it was a steady 20psi-but when i revved it up it didnt drop it went up!! WTH?? what does that mean? thanks for the help guys
