3 cables on top of 4.0 I6 engine adjustment?

Cool 3 cables on top of 4.0 I6 engine adjustment?

Today while looking at the my Wj's engine I noticed 3 cables one of which is the kickdown but my worry is the cable in the middle is extremly loose and dosnt seem todo anything because of how loose it is? What is this cable and is there something I need todo to tighten it up again?

My cruise control works perfectly so maybe its just supposed to be loose.

The cruise control cable will be loose, the T-body linkage will kind of glide on the cable anytime you open the throttle, it will only be "tight" when the cruise is engaged.
