2013 Grand Cherokee dolly ??

2013 Grand Cherokee dolly ??
I am new to the tow dolly world and have a question that I'm hoping someone can clear up.
I have a 2013 Grand Cherokee Overland with a Quad II transmission. It does have 4 Lo and neutral option. So in the manual it states this vehicle can be flat towed but not dollied? If the transfer case is in neutral why would flat towing be ok and not dolling?
I tried talking to the dealer but they only recite what is in the manual but no explanations.
