2003 Jeep Cherokee 4.7

Hello I am not sure if I am in the right area but I have a 2003 Jeep Cherokee Quadra drive . All wheel drive does not work but 4 low does.

How are you determining that it's not working?

Well when I go
into the sand it gets stuck only back tires spin I have to go I to 4 low for the fronts to spin

Sounds like a transfer case issue. I found this thread that has the same issue as you. Low doesn't work off the transfer case, that is why it works.
