1998 Grand CHE Hose in Front Passenger Wheel Well Loose (Not Connected to Anything)

1998 Grand CHE Hose in Front Passenger Wheel Well Loose (Not Connected to Anything)
I just noticed that I have a hose hanging down in the front passenger wheel well and it appears to run to the coolant reservoir. I am wondering if this is supposed to be connected to somewhere and came loose of if this is the way that it is? Thanks for any help.

If there still is a hose connected from the radiator cap to the reservoir, it's just a drain. Otherwise, now you know where it goes.
