Default 03 WJ Blower Motor Issues

I've posted about this issue before, but cant seem to find the issue. Feel like I am just throwing parts at it despite actually trying to diagnose it before spending money on it. The jeep in question was working just fine when I went to work one morning months ago, then when I came back to it the blower just would not run. It's important to note that this is the manual control not the auto. I pulled the motor and it is good, even spins up when I touch a 9volt to its terminals, pulled the resistor and replaced it despite tests with a multi meter sowing that it was a good one, I turned to the control head after diagnoses my mechanic friend and I concluded that it was bad, now having replaced it, the motor still wont run. I have tried everything, even checked the #20 fuse under the steering column. I am half tempted to run it of a switch just to get some some A/C during the summer here. I want to say thank you in advance to whoever responds and even more so to whoever can shed some light ion this infuriating issue.
