Default Turn signal flasher

I have a 1998 Jeep Cherokee, and my flashers and hazards do not work. I went to Autozone and they seemed to think it is my flasher. The only problem is, I can't find the stupid thing to replace it. I have looked under my instrument panel, all around the steering column and have found nothing. I have even had 2 other people try to find it with no luck. The repair manual says near the steering column, but as I said, I cannot find it. Any suggestions where to look? Thanks.

The combination flasher relay is in the PDC under the hood.
