I've seen guys go to a shop and rebuild it with stronger pcs of metal...
Never seen it on an xj but an mj they do it all the time especially around the rear bed frame(leaf spring mount)

You planning on building another rig?
I'm torn between spending my last 600(hopefully less) on a 99 with a blown head tomorrow and swapping EVERYTHING over or trying to repair it and get long arms like I wanted anyways to take the stress off that lca spot and hopefully make it stronger because it'd be all tied together at the cross member. I could cut that out of the 99 and weld it back together and back to the existing center stiffener. Then add front stiffs and call it good. But I don't want to put all that effort in if it's still gonna fall apart later while I'm wheeling

As long as the 99 is solid buy it and swap everything over. You can even make it a manual. IMO I wouldn't even attempt to patch that frame, if it's that bad there other spots are bound to reveal themselves soon.
