Question best cheap off road setup

hi! am a new guy here..
my cousin is ready to get his first car and he loves the cherokee.
we are going to go off road trips together. Because am not familiar with jeeps only with hummers, what do you think is the best setup for him for off road.
he is on a budget. well he would like 33 or 35 inch new tires , stock rims, a nice lift kit , good shocks etc.
what do you believe is the best setup ( with products) that will make an aggressive look and a good off road car? also he is not sure what model cherokee he wants. am thinking for the ones in 1993-98. thanks!

a good combo people tend to use is 4.5" lift and 33" tires and do some trimming. plenty of ground clearance and good stance and flex. but if you go 33" youll have to regear-that is if you want any power and decent gas milage-31" you dont have to regear. Rough country is a all around good lift brand, many cherokeers use them

I run 4.5" RC lift w/ 31" bfg km2 tires. Total package of a complete lift out and new tires was about 1500 to 1600. Just keep in mind that XJs do not have tow points.
