So I'm looking to do an offroad but still road legal budget build on my XJ but I have no idea where to start. I have a 4in lift on her now and 275-35-15's on it wanting to go with 31's in the near future. I live in SC so it'll be more of a mudding build. Anywho I have no idea where to start as this is my first mud build. All help will be greatly appreciated!

Welcome to the site Skeeter354 !
You already have a lift I would start bye making sure all steering and u-joints, shocks links are good and have good bushings Then move to the 31'' and check your clearances and go from there.
