yes you can, i know most of the laws pretty well, aslong as its not concealed you can carry it in public, it may be frowned upon but its legal, i think you just cant have one in the chamber. Look it up
Edit: i know someone that had an under over loaded but the barrel breached and he goes around in public with it in his stroller walking his baby through town, legal to carry a hand gun non concealed in pa also without a concealed permit

They do make 45acp in sub compact but i dont know why you would want to though kick like mule. You could cary a rifle but cops frown upon it due to it frightens people
