Most inspection stations/cops aren't going have an issue with an extra 1/4"or 1/2" on a flare, or tire sticking out a little. If you're this concerned about it, what about bumper height? Lol

My tires stuck out past my flares maybe half an inch when i was on 33's with my old but my new wheels and 35's brought them out to nearly 7 inches past the fender so yeah that's probably why i got pulled over, the cop was a dick about it too. I don't think they worry about an inch or so but when it's as obvious as mine is they might be more inclined to use you as a reason to reach their monthy quota.

If I remember numbers correctly, you can lift your Jeep about 2 inches while staying 'legal' but at the same time I kind of think factory (not saggy) suspension is right at the limit. If you have issues give me a text, should still have my number.
