Idk about emissions, but initial inspection prohibits exhaust from exiting under the passenger compartment. On Jeeps, that means it has to be behind the vehicle or out the side.

The emissions people need to stick a probe in your tailpipe. They will not crawl under the truck to do so. It must exit out the side or back

unless its '96 or newer. OBD II they plug in and scan it, no tailpipe sensor

And $12 later I have rear brakes again. Apparently the self adjusters on my drums dont work. Which led to the horrible brake pedal. Yay drum maintenance.
