If i understand your question correctly, you need a punch that will fit in the hole. Then hit with a BFH about 10 times or so. It will fall into the cavity behind it. You can fish the new bolt through the hole using a peice of mechanics wire and put the new nut on the bottom. Dukie has a write up i believe.
