You've prolly got a problem with your master cylinder.

I'm in Milwaukee, I may be able to give you a hand with the work.

So the problem is intermittent or it just happened after you went to get gas?

No I don't believe so I didn't see any earlier unless its on the inside of the rim but as far as I know dosent it come out with a lot of pressure and it would squirt all over?

I'm no mechanic but to me if you had a bad brake line the fluid would drain. If it was a problem in the caliper fluid would leak when you push in the pedal. It sounds like the master cylinder has an internal leak through a bad o ring. Like I said, I'm not a mechanic but I'd troubleshoot the master cylinder symptoms and try replacing it. I don't think they are expensive $40-$50. If I am off, I'd appreciate someone correcting me.

You just went into detail of what my thought process was.

Your thoughts are parallel to mine, which lead me to think it was master cylinder related.

He sent me a txt saying he thought the brakes needed to be bled. But he's been really spotty with txts, so I'm not sure what the deal is.

I offered to come down, he said he didn't have much cash to work with, so unless its just a bottle of brake fluid and some bleeding, he may be without a truck for a bit.

Not a problem. I'm still thinking master cylinder, but I'd post a thread and get it confirmed.
