Yes, but the amount of weight on the swing-out would be tremendous. Without copious amounts of reinforcement the rear header panel will crack. Ask me how I know.

No, I will not build a tire carrier that swings toward the drivers side....ever. The risk to you and other vehicles is too great. Imagine what would happen if that carrier swung out into traffic while you were pulled over on the shoulder.
No offense, but as a relatively new driver I'd suggest a carrier to hold the spare in the cargo area. Safe, secure, and does not restrict your vision. This is what I'll be building for my son's heep in the coming weeks.
And to be even more of a weenie...No work performed for you without your parents expressed permssion. Yeah I'm an old fart, but I've also got 2 teenagers at home and would expect the same courtesy if I were in their position.

Yes, but there's still the problem of blocking the tail lights from traffic approaching from the rear. Look at this way:
How many production vehicles with a swing out tire carrier do you see on the road with a drivers side mounted pivot point?
How many aftermarket swing out tire carriers do you see with a swing out tire carrier do you see on the road with a drivers side mounted pivot point?

I can see the safety issue with a swing hanging on the left and a visibility issue hanging on the right. I guess I’ll just live with the spare inside.
