xj starting problems

2000 jeep cherokee
when i turn the key on, the ASD relay starts to buzz and make a bunch of noise. when you go to start it is cranks and tries to start, and the battery gauge goes almost to nothing. if you stomp on the gas it will start. I have had this problem before and it was a blown fuse. i have checked all of the fuses and they are all good. This is stumping me.
The relay is good
the fuses are good
the fuel pump is working,
all grounds are good and cleaned
Any ideas would be great

you and me both man.
its like the asd isnt getting full power. It starts and runs, i just cant figure out where the problem lies. when the ign is on the 2 15 amp fuses closest to the asd have almost no power, with a test light the light barely show anything. but when started its fine. so i dont understand what is going on...

If the CEL is illuminated when the engine is running there is a code stored. Could be that the ignition switch or the fuse box is FUBAR, has the vehicle been under water? Get a wiring diagram and figure out whats happening, it's got to be a momentary open wire or a ground issue.
