XJ shift issue

XJ shift issue
Hi Guys,
I am having an issue with an AW4 tranny, 99 XJ. Shifting is normal in D, and 3rd. If I put 'er in 1/2, the tranny won't shift up in to 2nd. Has anyone encountered this? From everything I have read, could this be a TPS problem?
