xj overheating

xj overheating
i have a 96 xj. it has a overheating problem i replace the thermostat flush the rad. an also put coolant and water wetter in the system.i live in az it was 115 yesterday an the xj ran at 230, 230. when tried to drive it on the freeway it hit 250.
