JCR is a very solid bumper, that would be my preference.

Check out these guys as well they are getting some good reports over on NAXJA. They currently offer a kit that allows you to assemble a winch or receiver bumper yourself. Here soon I will be offering assembled versions of their bumpers which will be right around your price range.
