Would this cause brake dragging?

Default Would this cause brake dragging?

Guys I have been chasing down the cause of one of my front brakes binding. It's not seized it is just that the piston will not let go enough to let the pad come away from the disc. I have had the caliper apart and given it a good clean. There was no sign of corrosion on either the piston or the pot. Been suggested elsewhere to replace the seals but there is no obvious sign of damage and anyway surely the seal would get thinner with age and not thicker.
Decided to have a closer look and I notice that the top and bottom runners where the brake pads sit have little notches. I am assuming that this is wear rather than design. Am I right? If so will gringing it back to true solve my binding problem?
