Wont shift out of park

Model: Cherokee
Engine: 4.0 litre
Wont shift out of park
I have a 1990 xj with the AW-4 trans. When I start it up it will not shift out of park, if I turn the ignition to the first position I can shift to neutral and then start it. Dose this have something to do with the park lock cable?
