wont go over 2000 rpms

i have a 1990 xj with 4.0 it will not rev above 2000 in gear or park new wires plugs and tps no cat i need help thanks

checks for any leaks in or around your carb or intake manifold

What is your fuel pressure? Sounds like it's starving for fuel.
